कॉकरोच के दौर में शिक्षा पर पुनर्विचार | Rethinking Education in the Year of the Cockroach

देश में चल रहे युवा आंदोलन ने हम सब को शिक्षा और युवाओं के भविष्य पे सोचने को मजबूर कर दिया है। तत्कालीन मुद्दा NEET एग्ज़ाम में पेपर लीक का है लेकिन आंदोलन में दिख रही ऊर्जा बताती है की बात उस से ज़्यादा गहरी है। उस गहराई में जा के सवालों को उठाना ज़रूरी है।

The youth unrest seen across the country compels us to once again think deeply about the issue of education and the future of young people of the country. The immediate issue seems to be the leak of the NEET exam paper but the energy of the mobilisation is telling us that the issue goes much deeper. It is necessary to go into some depth and ask a few basic questions.

क्या नीट का इम्तिहान ठीक से होने लगेगा तो शिक्षा व्यवस्था देश के युवाओं के प्रति न्यायपूर्ण बन जाएगी?

First off, if NEET exams are held properly, will the country’s education system be able to do justice to our youth?

हर साल लाखों युवा नीट, iit, upsc, teacher इत्यादि के इम्तिहान लिखते हैं। बनारस, लखनऊ, दिल्ली जैसे शहरों में रेंट देते हुए अपनी जिंदगी के, अपनी युवा अवस्था के कीमती साल निकाल देते हैं। और ये सब किस चीज के लिए?

Every year, lakhs of young people write entrance and selection exams like NEET, IIT, UPSC, Teacher, etc. Cities like Banaras, Lucknow and Delhi are full of such youth paying rent and doing nothing but ‘preparation’ in the prime years of their youth. All this for what?

इस शिक्षा तंत्र में चंद सौ-हज़ार लोगों से ज़्यादा की जगह नहीं है। बाकी लाखों लोग हर साल फेल्योर बन के रह जाते हैं। कुल मिला के ये व्यवस्था फेल्योर बनाने का तंत्र है। ये व्यवस्था एक समाज को निराश बनाने की व्यवस्था है। ये व्यवस्था समाज को 1% और 99% में बाटने वाली व्यवस्था है।

This education and naukri system does not have space for more than a few thousand. The rest of the lakhs of ‘aspirants’ must contend with failure necessarily. And what do they do after that? In sum, this is a system which produces failures. It is a system which makes an entire society feel dejected. It is a system which divides the society into the 1% and 99%.

हम क्यों इस रेस में दौड़ रहे हैं? क्या कॉलेज और यूनिवर्सिटी हमें न्यायपूर्ण शिक्षा दे सकते हैं? हमें इस तंत्र की बुनियाद को जरा परखना पड़ेगा। आज गोवा में किसानों का एक बड़ा संघर्ष चल रहा है। एक नया IIT बनाने के लिए सरकार किसानों की ज़मीन छीन रही है। लेकिन किसान अपनी ज़मीन नहीं छोड़ना चाहते हैं। गोवा के किसानों का संघर्ष हमें सोचने को मजबूर करता है – आख़िर तमाम IIT और University के कैंपस किस की ज़मीन पे बने हैं? हर आधुनिक कॉलेज और यूनिवर्सिटी किसी ना किसी गाँव से जमीन छीन के बनाए गए हैं। यूनिवर्सिटी उस तंत्र का नाम है जो किसी गाँव से जमीन छीन के दीवार खड़ी कर के, सिक्योरिटी गार्ड द्वारा स्थानिया लोगों को बाहर रख के चंद छात्रों को जमीन से बिछड़े ज्ञान का उपभोगता बनाता है।

Why are we running this race? Can College and University give us a fair education system? We need to look at the foundations of this system. Today in Goa, a farmers’ struggle is ongoing. The government is intent on grabbing land from the farmers to build an IIT. But the farmers are not ready to part with the land. The Goa farmers’ struggle compels us to think, after all on whose lands are all the IITs and Universities built? The truth is that every modern college and university is built on land snatched from some village. University is the name of that institution which snatches land from a village and then builds a wall on it with a gate where a security guard is tasked with keeping out the local people while a few students consume alienated knowledge inside.

जिस तंत्र की बुनियाद में ही अन्याय है, वो क्या हमें न्याय पूर्ण शिक्षा व्यवस्था दे सकती है? क्या शिक्षा पाने का यही तरीका है? क्या हमारे पास और कोई तरीके नहीं हैं?

Can an institution with injustice in its foundations provide a just education system? Is this the only way to organise education? Do we have no better ideas?

इस शिक्षा तंत्र के बदौलत हम क्या हासिल कर पाए हैं? आज सब से ज़्यादा संख्या में बेरोजगार वो लोग हैं जो यूनिवर्सिटी से डिगरी ले कर बैठे हैं। जो यूनिवर्सिटी नहीं जा पा रहा है वो भी निराश है, जो कुछ लाखों रुपये खर्च कर जा चुका है वो भी निराश ही है।

What have we achieved on account of this education system? Today graduates account for the largest number of unemployed people. Those who are unable to attend University are also dejected and those who are able to attend after enormous expenditure are also miserable.

और इस तंत्र के श्रेष्ठ छात्र कौन हैं? आज भारत से निकले लोग अमरीका की बड़ी कंपनियों में CEO जैसे नेतृत्व के बड़े पदों पे बैठे हैं। हमें बताया गया है कि ये भारत के लिए एक गर्व का विषय है। लेकिन आख़िर इन का योगदान क्या है? चीन का बाज़ार अमरीकी कंपनियों के लिए बंद है, और भारत का बाज़ार उन के लिए खुला है। भारत उन के लिए सब से बड़ा बाज़ार है। इस बाज़ार में अपना कारोबार जमाने के लिए इन कंपनियों ने अपने मुख्य गाइड की तरह भारत के इन श्रेष्ठ छात्रों को रखा हुआ है। यानी कि ये तथाकथित श्रेष्ठ छात्र असल में श्रेष्ठ ग़ुलाम हैं, और बाक़ी देश को विदेशी कंपनियों का गुलाम बनाने के काम में अपना सहयोग दे रहे हैं। अनेक माँ-बाप को कंप्यूटर की स्क्रीन पे और बच्चों को स्मार्टफोन की स्क्रीन पे आश्रित बनाना इस की सिर्फ़ एक मिसाल है।

And who are the best students of this system? Today Indian graduates have become CEOs and senior executives in large American corporations. We are told this is a matter of great pride. But what is their contribution really? The Chinese market is closed to American companies and the Indian market is open. India is their biggest market. The Americans have kept these Indians as faithful guides to help them exploit this market. In other words, these top graduates are really top slaves and they are serving towards enslaving the rest of the country to American corporations as well. The fact that innumerable adults are bound to laptop screens and innumerable children and elderly are bound to smartphone screens is just one achievement of theirs.

गुलामी की बात से याद आता है, हमें शायद एक और सवाल पूछना चाहिए। इस शिक्षा व्यवस्था का इतिहास आखिर क्या है? इस की शुरुआत कहाँ से हुई? ये कहाँ से आया?

The issue of servitude reminds us, we should ask one more important question. What is the history of this education system? Where did it begin? Where did it come from?

स्कूल और कॉलेज एक खास ज्ञान परंपरा की शिक्षा व्यवस्था है। इस का आगमन यूरोप से अंग्रेज़ सत्ता की देख रेख में हुआ और ये वहाँ के शास्त्री प्रशिक्षण परंपरा से जुड़ा हुआ है। ये वहां से कुछ खास देखने और सोचने के तरीके ले के आया है। भारत में उस का एक खास प्रयोग भी था। अंग्रेज शासन के सामने 19वीं शताब्दी में एक बड़ी चुनौती थी कि वे बाहर से आए हुए कुछ हज़ार लोग थे और उन्हें करोड़ों स्थानीय लोगों पे अपना शासन जमाना था। जंग जीतना एक बात होती है और राज क़ायम रखना एक और बात। इस दूसरे मकसद को पूरा करने के लिए जरूरी था भारतीयों में गुलाम मानस का निर्माण करना, और इस का सब से असरदार जरिया था एक नई शिक्षा नीति। इंसान को बचपन से ही गुलाम बना दिया जाए, तो उस से बढ़िया शासक के लिए क्या हो सकता है?

School and college are the education system of a particular knowledge tradition. It was introduced under British Imperial Rule and it came from the tradition of scholars’ training of Europe. And it had a special use in India. In the 19th century, the British were confronted with a big challenge: they were a few thousand men far from home and needed to rule over crores of locals. To win a war is one thing but to keep hold of an empire is another. To fulfill this second aim it was necessary to inculcate in the minds of its subjects a servile attitude, and the most effective way to do this was through education policy. If a human being can be made a slave from childhood, what better for the ruler.

इस शिक्षा को पहले राजाओं के बेटों पे, बड़े पंडितों के बेटों पे और बड़े व्यापारियों के बेटों पे लागू किया गया और बाद में ‘न्यायपूर्ण’ बनाने के बहाने से बेटियों पे और अन्य वर्ग और जातियों के लिए भी। आज भी अन्य जाति के लोग इस गुलामी की शिक्षा में अपना स्थान बनाने की उम्मीद में संघर्ष कर रहे हैं। और शिक्षा के क्षेत्र में सब से बड़े सवालों में यह है कि इस शिक्षा में किस की कितनी जगह होनी चाहिए।

This education was first implemented on the sons of kings, powerful scholars and big traders and later under the guise of democratising it, it was implemented on daughters, and on children of other communities and classes. Even today the other communities are struggling in hopes of making a place for themselves in this system of slave education. Today it is among the biggest questions for the field of education that how much space should which community get in this system.

इस गुलाम मानस पैदा करने वाली शिक्षा का प्रभाव यह रहा कि आजादी के बाद भी भारत के नेता इस ही बात से जूझते रहे कि इस शिक्षा व्यवस्था को अधिक से अधिक बच्चों तक कैसे पहुंचाया जाए। सरकार के विरोधी भी इस ही बात की आलोचना करते हैं कि इस शिक्षा व्यवस्था को ज़्यादा करोड़ रुपये का बजट क्यों नहीं दिया जा रहा।

The effect of this servitude producing education has been that even after the British left, the educated Indian leaders have been trying to take this system of education to the last child. Even the criticism from the opponents of the government has been that the government has not spent more on the expansion of this education system.

इस शिक्षा व्यवस्था ने आज तक कुल मिला के क्या हासिल किया है? उस ने यह हासिल किया है कि किसान और कलाकार के बच्चों से ले के अफ़सर और टीचरों के बच्चों को – मात्र 10-12 साल में – आज्ञाकारी उपभोगता के रूप में तैयार किया है। आधुनिक शिक्षा छात्रों को मात्र काग़ज़ी ज्ञान के उपभोगता बना रही है और अध्यापकों को सर्विस प्रोवाइडर। ऐसा उपभोगता जो अपनी ज़िंदगी के लगभग हर पहलू के लिए बाज़ार या सरकार पर निर्भर होता है। जो ना अपने लिए खाना उगाना जानता है ना बनाना। जिसे यह नहीं पता कि उसके कपड़े, रोज़ मर्रा की वस्तुएँ, या फिर उसका घर कैसे बनते हैं। जो अपनी और दूसरों की सेहत के बारे में बिकुल अनजान है। जिसे अपने आस पास के पेड़, पौधे, पंछी, जानवर, नहर, नदी, जंगल, गांवों और समाज से कोई परिचय नहीं है। यदि गलती से कोई इन बातों का कोई ज्ञान रखता है तो वो उस शिक्षा व्यवस्था के बावजूद रखता है, ना कि उस के बदौलत।

In all these years, what has this education system achieved? What it has achieved is that it has taken everybody from farmers’ and artisans’s children to officers’ and teachers’ children and in a mere 10-12 years time turned them into docile consumers. Modern education turns students into consumers of paper knowledge and teachers into service providers. A consumer who is dependent on the state or the market for almost every aspect of their lives. Who neither knows how to grow nor how to cook food. Who does not know how their clothes, everyday items of use or even their home are made. Who do not know anything about their own or others’ health. Who does not know about their surrounding trees, plants, fish, animals, streams, rivers, forest, villages or society. If per chance they keep some knowledge about these things, it is despite their education, not on account of it.

इस के विपरीत, सही शिक्षा हमें दुनिया में सहजता से जीना सिखाती है, वो हमें अपने स्थानीय संसाधनों के समझदार उपयोग से समृद्ध जीवन की और ले जाती है। ऐसी शिक्षा असुरक्षा की भावना को दूर रखती है। इस में अक़्ल के साथ साथ शरीर और मानस का विकास भी उतना ही महत्व का है। हम अपने संसाधन कैसे जुटाएँ, संपदा कैसे संजोए, एक दूसरे का ख़याल कैसे रखें, ये सब उस के महत्वपूर्ण आयाम हैं।

In contrast, true education is that which teaches us to live with equanimity in the world, it teaches us the sensible use of our local resources to lead an abundant life. Such an education does away with all our insecurities about scarcity. Along with the intellect, it stresses equal importance upon the body and the mind. How should we gather our resources, how we should take care of our heritage, how we should take care of each other, all of these are its essential components.

यहां पर एक मूल सवाल पूछने की जरूरत है। ज्ञान क्या होता है और वो कहाँ पाया जाता है? क्या ज्ञान ऐसी पानी की बूंदों का नाम है जो उन बादलों से गिरती हैं जो सिर्फ यूनिवर्सिटी कैंपस के ऊपर पाये जाते हैं और जो सीधे जा के प्रोफेसरों के सिर पे टपकती हैं? क्या प्रोफेसर लोग अपनी दिमाग की टोकरी छत पे खड़े हो कर इन बूंदों को बटोरते बैठते है? और तभी जा के क्लासरूम में बाँटते हैं?

Here, we must ask a fundamental question. What is knowledge and where is it to be found? Is knowledge a special kind of rain that falls from special clouds that hover only over university campuses? Standing on top of their campus residences, do these professors proceed to collect this rain in the baskets of their minds? And only then can this special water be distributed in the classrooms to the chosen ones?

ज्ञान तो वो है जो हर बुनकर के पास है और हर कुम्हार के पास है, हर कारीगर और हर किसान के पास है। यानी ज्ञान हर जगह पाया जा सकता है। ज्ञान शहरों के गली और मोहल्लों में पाया जा सकता है, वो घाट पे, पर्वत पे पाया जा सकता है, वो जंगल में और रेगिस्तान में पाया जा सकता है, वो गांव देहात के हर कोस पे पाया जा सकता है। अक्षर ज्ञान ज्ञान की सिर्फ एक श्रेणी है और उसे भी यूनिवर्सिटी की चार दीवारी में कैद रखने की कोई आवश्यकता नहीं है। जब हम इस बात को मानने लगेंगे, तब हम पाएंगे कि ज्ञान कोई दुर्लभ चीज़ नहीं है, और यूनिवर्सिटी के पास उस का कोई ठेका नहीं है।जब हम ज्ञान की सही पहचान करेंगे तो हम ज्ञान का अभाव महसूस करना छोड़ देंगे। उस के लिए परेशान होना बंद कर देंगे। उस के लिए भीख मांगना बंद कर देंगे। उस के लिए रेस दौड़ने के लिए परेशान होना बंद कर देंगे।

Knowledge is that which lies in the deft hands of the weaver and the potter, it belongs to every artisan and every farmer. It is all around us. It can be found in the mohallas and gullies of cities, at the ghats of a river, on the slopes of high mountains, in dense forests, in arid deserts, in villages that change texture every few miles. Written knowledge is a small subset of knowledge, and even then there is no need to keep it locked behind the high-walls of university campuses. When we understand this, we will find that knowledge is not such a rare commodity, and the university is certainly not its sole proprietor. When we are able to see and recognise knowledge in all its different forms, we will not feel its scarcity. We will then stop being miserable for it. We will stop begging for it. We will stop running the race for it.

आज शिक्षा को नियंत्रित करने के क्या क्या तरीके हो सकते हैं, हमें इस पे पुनर्विचार करना होगा। हमें लगता है कि हर सुलभ स्थान पे ज्ञान के मंदिर प्रफुल्लित होने की संभावना है, और ये कोई मुश्किल बात नहीं है। हर समाज में सयाने, समझदार लोग मौजूद हैं, जो अपने समाज के ज्ञान को संजो के रखने का काम कर सकते हैं, और यदि उन को मौक़ा मिले, तो वे उस काम को ज़िम्मेदारी से करना चाहेंगे। जिस तरह गणेश पंडाल और दुर्गा पंडाल लगाने का चंदा समाज में से निकल आता है, वैसे ही इस लोकविद्या शिक्षा व्यवस्था के लिए भी निकाला जा सकता है। बल्कि गणेशोत्सव और दुर्गा पूजा जैसे अवसर भी सीखने-समझने के मौके बनाए जा सकते हैं जिस में कारीगरों के काम को देखने से ले के उस की अर्थव्यवस्था परखने पर और पंडालों पे बात-चित तक की शिक्षा की प्रक्रियाएं संभव हैं। इस प्रकार पूरे पूरे शहर और पूरे पूरे गाँव हमारे यूनिवर्सिटी समान हो सकते हैं। हर शहर में आज कई घर मिल जाएँगे जो कि साल भर नहीं तो कई महीने खाली ही पड़े रहते हैं। ऐसे स्थानों को चिह्नित करते हुए रहने-सहने की व्यवस्थाएँ भी कम खर्च से चलाई जा सकती है। हमारे देश में ब्राह्मणों को खाना खिलाना वैसे भी पुण्य का काम माना गया है। इस को लोक शिक्षा परंपरा क़ायम रखने के एक लोक परंपरा की दिशा में ले जाया जा सकता है। शहर और गाँव के अलग अलग घरों को ये मौक़ा दिया जा सकता है कि वे सीखने और सिखाने वालों को बारी-बारी भोजन-पोषण प्रदान करें।

Today we have to reimagine and rethink the ways in which we can organise our education. We believe that every community gathering place has the potential to become a center of knowledge, and this is not a big task. Every community has intelligent and mature people who are capable of carrying forward the knowledge of their community, and if they get the chance they would do it with responsibility. Just like contributions are easily collected for Ganesh Pandals and Durga Pandals, it is possible to get contributions for a Lokvidya education. In fact, occasions like Ganeshotsav and Durga Pooja are also fertile grounds for meaningful learning: from observing artisans’ work to understanding their economics and public lectures of social relevance that can be organised at the pandals. In this way, entire cities and villages can be our ‘universities’. In every city today, we may find many houses that remain vacant for many months, if not the entire year. By identifying such spaces, accommodation can be arranged at low cost. In our country, feeding Brahmins has been considered a virtuous act. This community habit can be shaped into a folk tradition towards maintaining public education. Various households in the city or village can be given the opportunity to take turns providing food and nourishment to those who learn and teach.

इस प्रकार सरकारों और कंपनियों के अतिरिक्त जा के शिक्षा की एक शानदार व्यवस्था बहुत आराम से बनाई जा सकती है। ऐसी शिक्षा के लिए कोई बहुत बड़ा बजट नहीं चाहिए और कोई बड़ी संस्था नहीं चाहिए। पगडंडी संगठन इस दिशा में कार्यरत है। पिछले कुछ सालों से हम युवाओं के बीच इस तरह के सीखने-समझने के कार्यरमा करते आए हैं जिन में हम ने किसानों के साथ, कारीगरों के साथ सीखा है, उन की उपस्थिति में अर्थव्यवस्था और नीति निर्माण जैसे विषयों पे शोधकर्ताओं और विशेषज्ञों के साथ चर्चाएं चलाई हैं। ये सब बिना फीस मांगे, समाज से ही चंदा माँग के किया है। यदि आप इन विचारों से और इस काम की दिशा से सहमत हैं, तो आइए हम बैठ के बात करें। आज ज़रूरत है कि हम शिक्षा का आयोजन अपने हाथों में ले। किसी सरकार या उद्योगपति का इंतज़ार करना व्यर्थ है।

In this way, by going beyond governments and companies, a vibrant system of education can be created very easily. This kind of education will neither need exorbitant budgets nor big institutions. Pagdandi is dedicated to working in this direction. For the last few years we have been working among the youth on such learning programs in which we learn from farmers and artisans and in their presence delve into topics like economy and policy making along with researchers and experts.
